My PC computer needs BIOS updates. Do I have to de-activate CS 737 from P3Dv4 sim? If so, how to de-activate in order to reinstall? Or it's not necessary?

I don't think it will. But... If in doubt, it might be best to uninstall it.
I suggest that if you do uninstall it, to make a backup of the aircraft.cfg for each model, then you won't have to reinstall any addon liveries, as the texture folders won't be removed, but the aircraft.cfg for each of them will be.

How to de-activate in FSX, P3Dv4 and P3Dv5 to reinstall in a new PC machine? I learned uninstalling will not de-activate.
How to de-activate before uninstalling?
I appreciate your help on this.

To deactivate P3Dv4 and P3Dv5 just uninstall them. You don't need to deactivate FSX (but you could uninstall it anyway (see my note at the bottom of the post)).

I recommend that you uninstall all Captain Sim products because some, if not all for P3Dv4/v5 need to be deactivated. You use the ACE to deactivate them. I know it's a PITA, but it was better to be sure than sorry.

Note. If the new motherboard is a different type to the old one (including getting a new Chipset and CPU), I'm sure you will need to do a reinstall.

There is no way to disactivate CS from P3Dv4 and P3Dv5 via ACE which only works to add\remove liveries only.
I will uninstall CS via Windows Control Panel. I hope all go fine.

Changes were made over the years, and only some products need to be deactivated. I think these are the products bought in the Captain Sim Online Store for MSFS2020. These ones would be the ones where you use the ACE to do so.
As for the rest of the Captain Sim products, you are limited to a certain amount of installations (using the instant Online Activation, which I think is three (3) times) before the product gets locked. However, once the product is locked, you can request that it be unlocked, and it will be unlocked. I have had to do this numerous times over the years. Using the Manual Offline Activation allows you to install/reinstall the product multiple times on the same system (same PC with no changes in hardware/software that would cause the activation code to change when installed/reinstalled) without adding each install/reinstall to the amount of times you have done so (the Manual Offline Activation will only count as one (1) until you do it again), and therefore you don't excede the limit so quickly. This was handy when I used to do a complete reinstall of PC every six (6) months, but I don't do that any more (I'm older and lazier now).
