I have the new TM TCA Quadrant and am using the standard P3D (P3Dv5.1.12 HF1) and notice when I have the throttles at idle the spoilers open. Is there any way this can be unlinked from the throttle position?

Make sure you didn't trigger the reverser when at hardware "idle"? Because the reverser will trigger the spoilers
