Ryan,
I made a test flight with 737-200.
116,000Lbs GW. Temp 15C. Thrust set to 14500lbs in aircraftcfg file.
Full power takeoff EPR 2.24 Fuel Flow reached to 5560Lbs.
737 wheels off at aprx 6000Ft Rwy.

you need change this in the CFG

[TurbineEngineData]
fuel_flow_gain = 0.002                          //Gain on fuel flow
inlet_area = 19.6                               //Square Feet, engine nacelle inlet area
rated_N2_rpm = 29920                            //RPM, second stage compressor rated value
static_thrust=14500      //23000
afterburner_available = 0                       //Afterburner available?
reverser_available = 1                          //Thrust reverser available?
ThrustSpecificFuelConsumption = 0.515             //Thrust specific fuel consumption (Jets)
AfterBurnThrustSpecificFuelConsumption = 0      //TSFC with afterburn/reheat engaged

you need to change what i have hilghted to .51-.52
