Is the altitude constraint /7000B? If it is, it means you need to below 7000 feet, not holding 7000 feet. If it is /7000A, it means you need to be above 7000 feet. The same applies to the /3300B or /3300A. The distance between the 7000 feet restriction and the next one 3300 should allow for a descent between them, of about 1200 (possibly less unless there are hills or such).

I had a look at the STAR PEXE2R and Approach for ILS04R GEDLO and found the following:

PEXEN 289/10000A - 9nm - KUDOP 250/7000A - 13nm - HK813 250/3500A - 5nm - HK811 240/4850 -  3nm - GEDLO 240/3300A - 3nm - BOLSO 240/3300A - 4nm - FI04R 240/2090 - 6nm - RW04R 240/200

In the info above, the bold text means that SPEED or SPEED AND ALTITUDE or ALTITUDE must be adhered to. So except for FI04R, where you MUST be at 2090 feet, the rest must be ABOVE or AT the altitude but not BELOW it, so if you at high, it is okay.
Under this situation, I would aim to be at (or slightly about at worst) 10000 feet when I reach PEXEN, giving 37nm to lose another 7910 feet to be at 2090 feet when you reach FI04R. This is better than the 30nm to lose 10000 feet standard. Besides that, by the time you reach FI04R, the G/S should put you at 2090 feet when you reach it.
