I have an American Airlines manual for the 707 series; since these CaptSim 707 series are fan powered, their available flap settings have a couple of possibilities regarding the real aircraft's design.
However, for ANY -300 fan version, the AA manual says ONLY 14 degrees for takeoff. Other types use flaps 30 deg.

We must remember also, that -720's, which were different, had other flap settings.

The FAA certification sheets for 707s show these differences:

707-300 /400 (straight pipes):
10 - 20 - 30 - 50 deg

707-300B Series:
14 - 17 - 25 - 50 deg

707-300C Series (upgraded):
14 - 25 - 50 deg

707-300C Series (original):
14 - 17 - 25 - 50 deg (same as -300B)

One sometimes sees a reference to a Flaps 40 setting; I have seen some tech documents referring to an FAA approved change to lock these out. However, the paper trail on all this is vague, at best.

All these V-speed in Paul's program look VERY ACCURATE when compared to actual data that I have. My congrats on his excellent work!

Hope this helps
