No. It does not do anything to improve the performance, it is just for show. Hopefully that will change in a future update.

It should be there. Check to see if you ave the CS_EX1_CL130 folder in you FSX\SimObjects\Airplanes folder.

Also. Make sure that you have Show all variations checked (place a tick in the box beside it)

Captain Sim download product or the Just Flight boxed product?
If you have the CS download product, just reinstall the Extra Pack II (or C-130 X-perience if that's what you bought) and use the repair option.
If you bought the another company boxed product, then you won't have it, because they didn't include it.

It seems like some files have either gone missing or were not installed properly, so I strongly recommend that you uninstall, then reinstall the C-130 AND any Extra Packs you have.

If you are using Vista or Windows 7, make sure you install them as an administrator by right clicking on the installer and select "Run as administrator" from the list that pops up.
