I flip the Fuel Switches up when the N2 reaches 20%. In the attached image, engine #1's N2 has just reached 20% (engine #2 is already started), so I would flip the switch and it will start. Not sure where you got the number 24 from, but I don't think it can reach that high without starting the engine.
