Lowering the flaps to the first position, 11%, is a large movement (which doesn't seem like it really should be), from then on down to 100%, they are very small movements of the flaps. I don't know whether this is the way they operate in real life, so only the guys who flew them can answer that. Maybe you are not seeing those smaller movements easily enough. Get in as close as you can to the flaps (using an external Aircraft view), use your switch to see if they are moving. The more flaps you use, more power is required to hold your airspeed, so the aircraft.cfg flap information is creating the desired affect.
