It's easy. Just edit [Window03] in the panel.cfg

This is the original:

This is it reduced by 50%

Notice that mine is about 70% of the original one. That's because I found 50% too small. I'm oldish and wear glasses when fly in FSX, so 50% could be fine for the younger pilots! ;)

EDIT: To keep it visible all the time, right click on it and select Undock Window.
