Lately I have noticed that I cannot extend the flaps using F7 on the 727. Its no big deal as I now set them using the actual lever. I can still retract them using F6. They also work with F8 fully extending the flaps. Not a show stopper as I do love this sky pig sound problems and all.

Try lowering the flaps with another aircraft. If it doesn't work, then the keyboard assignment key has been changed.
You could just open Settings > Control > Buttons/Keys and check to make sure that Flaps (extend incrementally) is still using F7 as the key command.
