It works for me.
This is the 3D VC HUD in the CS_FA-18, that comes with Weapon, at it's normal size <HudFov3d>17.00</HudFov3d>:
This is the 3D VC HUD, with it's size doubled <HudFov3d>34.00</HudFov3d>
As you can see in the 2nd image, the HUD is too big to see everything on the HUD. Make sure that the aircraft is NOT loaded in FSX before making the changes (in case you are trying make the change when it is loaded in FSX).
