It really sounds like the downloaded installation file, csx701_1300.exe, has not been activated properly.
Did you try KB#685 and in do so, removed the entry from the windows registry? So that the file needs to be re-activated online when you run it.

It is all I can really think of for why this is happening to you. :-/
