There is no Doppler Navigation System 2D panel, it is all in the Virtual Cockpit.

Or...Do you mean the CIVA-INS? If you do. Then you need to download it from HERE, and install it in FSX. Then go to your FSX\SimObjects\Airplanes\CS_B707-300\panel folder, rename panel.cfg (you might only see it as panel) to panel.bak.cfg, then rename the civa_panel.cfg to panel.cfg. This will now allow you to fly the 707 with CIVA-INS.
