It is a "feature" to allow you to set a speed without numerous clicks.  Get it going, pull the mouse cursor off, and watch it continue until it is close to what you want. At least that's how I use it.

That's how I do it too. But if I use the mouse wheel to try to change the setting, it spins down (I've never seen it go upwards) until it hits 100. I can't get mine to go down to 0 though. ;)
