It is readily apparent when the power is on of off for the Com1 & 2, but not for the Nav1 and Nav2. Does the Com radios control the power for the Nav radios? Thanks.

Do you mean is there some visual indicator that you have power to the NAV radios? The short answer is "no". These are analog devices. As a rule of thumb, if you have power to COM then you have power to NAV.
