I've done some testing with the 767-300 v1.3 and 767-200 v1.3 and have found that the above quote is still true except where I have stated 39 (39%?) I should have stated 29 (29%?). So....If I use 29 (29%) the spoilers auto deploy on landing. I still have to move the lever there manually and also to retract them manually.  :(

So to some degree they do work.
