Departing from KNKX I tune the ILS/LOC (111.15) and Julian VOR (114.0) but neither the ADI or HSI indicate that they're receiving a signal. Airborne is same. On occasion the HSI will show a course deviation, but turning the Course Set knob does not center the needle. Guestimate the profile and somewhere around 10 miles the LOC and after a bit the GS come alive, but VOR remains inop.

What am I missing?

Pilot flaky. Switchology was the issue.
