I have an E6400 overclocked to 3.1GHz and an 8800GTX. I am getting 30-40FPS. To me, the problem is clearly your computer. Make sure you eliminate any background tasks.
Nhancer as suggested has some great tweaks. Also make sure you read the tweakguides for Windows XP/Vista. There is no magic bullet. It is a combination of everything honestly. |
