A. The numbers next to the detected aircraft return on the radar represent how many feet above or below your current altitude that the other aircraft is. Without starting FSX up to double check I believe the readings are in hundreds of feet. +30 = +3000' etc.

B. I use the C-130 extensively on line using FSHost and I've never seen it detect an online pilot. I don't think this particular radar setup was made to do that.
